Matt Mowrer is the Vice President at the AI Center of Excellence for the American Bureau of Shipping.

Mowrer is a recognized industry leader in artificial intelligence, data science,
and cybersecurity with more than 25 years of experience delivering innovative
technology solutions for federal agencies and companies operating within critical
infrastructure sectors. Throughout his career, Mr. Mowrer has served as a trusted
advisor to federal agencies including the U.S. Census Bureau, FEMA, the Department
of Homeland Security, the U.S. Coast Guard, the Bureau of Safety and Environmental
Enforcement, and the Department of Transportation. His work spans pioneering AI and
machine learning applications for large-scale record matching and automation,
developing nationally recognized natural hazard risk analytics and modeling
frameworks, and advancing cybersecurity risk assessment methodologies for maritime
and critical infrastructure sectors. He has led enterprise risk management
implementations, risk-based performance measurement systems, and AI-powered
automation solutions.

Mr. Mowrer’s contributions bridge advanced analytics and mission outcomes, including
peer-reviewed publications on national risk assessment and the development of
decision-support tools adopted across federal agencies. He earned his B.S. in Nuclear
Engineering from the University of Tennessee, where he was a Whittle Scholar, and has
maintained a focus throughout his career on applying emerging technologies to solve
complex problems in public safety, national security, and operational resilience.
